The Uttar Pradesh government has approved the establishment of two new private universities, marking a significant step toward expanding the state’s higher education infrastructure. The universities—Maharishi Mahesh Yogi Ramayan University in Ayodhya and Ajay Kumar Garg University in Ghaziabad—are part of a larger policy initiative to increase educational access and diversify academic offerings through private sector involvement.
Maharishi Mahesh Yogi Ramayan University in Ayodhya has received full approval under the Uttar Pradesh Private Universities (Amendment) Act, 2025. Envisioned as a center for Ramayan studies and Indian cultural heritage, the university will also offer a wide spectrum of academic disciplines including management, law, fine arts, design technology, Vedic science, yoga, and health sciences. Spread over approximately 32 acres, the institution will integrate traditional spiritual education with modern facilities such as lecture halls, research centers, and student housing.
Located in the spiritually significant city of Ayodhya, the university aims to become a hub for national and international scholars interested in ancient Indian knowledge systems. The establishment of this institution reflects the state government’s ongoing efforts to link cultural heritage with contemporary educational models.
Ajay Kumar Garg University in Ghaziabad has been issued a letter of intent under Section 6 of the Uttar Pradesh Private Universities Act, 2019. The university is being developed by the Indian Institute of Management and Engineering Society and will specialize in engineering, technology, and applied sciences. Ghaziabad, a major industrial and educational city in western Uttar Pradesh, already hosts several technical institutions, and the new university is expected to build on that foundation.
The proposed university must meet key requirements before operational status is granted, including securing a minimum endowment of ₹5 crore, acquiring at least 20 acres of land within municipal limits, and developing a built-up academic area of no less than 24,000 square meters. Once these benchmarks are met, the institution can proceed toward offering undergraduate and postgraduate programs.
These approvals are part of Chief Minister Yogi Adityanath’s broader strategy to transform Uttar Pradesh into an educational hub by promoting public–private collaboration. The government aims to expand academic access across urban and semi-urban areas while improving the quality and competitiveness of higher education.
Higher Education Minister Yogendra Upadhyay, along with other senior officials, emphasized the role of private universities in driving innovation, improving infrastructure, and meeting the evolving needs of students and employers. The state believes that introducing more specialized and culturally rooted institutions will allow Uttar Pradesh to offer a balanced mix of traditional and modern learning.
With construction and planning already underway, both universities are expected to begin operations in the coming academic years, providing new opportunities for students across the region and reinforcing Uttar Pradesh’s commitment to educational advancement.
