A sophisticated maritime network, characterised by reflagged vessels, AIS manipulation, and ship-to-ship transfers, ensures that oil continues to flow across global markets with minimal traceability.
Financial Reconfiguration
The gradual shift away from dollar-denominated transactions towards alternative currencies and offshore financial channels reflects a deliberate de-linking from Western financial systems.
The Emergence of Shadow Operators
Perhaps most significantly, we are witnessing the rise of non-state intermediaries—often referred to in fragments as “KS” or “H”—who act as facilitators of this parallel ecosystem.
These actors operate across jurisdictions, bridging logistics, finance, and trade, thereby institutionalising what was once considered informal or illicit into a structured parallel economy.
