What’s changed?
– Spending limits doubled (100%+) for Army, Navy & Air Force commanders
– Field commanders can now take faster procurement calls- no waiting for Delhi
– R&D and indigenisation budget powers doubled- less dependence on foreign companies
– New rule: Army, Navy & Air Force can do joint procurement through a Lead Service
– Works/infrastructure spending powers also doubled for faster execution
– Emergency/special powers for urgent ops raised by 100%
– Covers ₹1.25 lakh crore worth of annual revenue procurement

Why it matters?
Last revised in 2021. This upgrade gives armed forces more autonomy, speeds up buying decisions & pushes Atmanirbhar Bharat in defence.
