MCA Reconstitutes CA Disciplinary Committee with New Chairperson and Members

The Ministry of Corporate Affairs (MCA) has announced the reconstitution of the Disciplinary Committee under the Chartered Accountants Act, 1949. The new appointments aim to strengthen regulatory oversight and ensure fair and efficient handling of professional misconduct cases involving chartered accountants.

The reconstitution was carried out under Section 28A of the Chartered Accountants Act and officially notified on June 30, 2025. The notification outlines the appointment of a new Chairperson and two members to the committee.

New Committee Members

  • Meenakshi Gupta, IAAS (Retd.) has been appointed as the Chairperson of the committee. She is a retired officer of the Indian Audit and Accounts Service and is based in East Punjabi Bagh, New Delhi.

  • Malladi Siva Subrahmanyam, IAAS (Retd.), from the 1993 batch, has been appointed as a Member. He is based in Visakhapatnam, Andhra Pradesh.

  • Naveen Singhvi, who currently serves as Principal Director (Commercial-II) in the Office of the Comptroller and Auditor General of India, New Delhi, has also been appointed as a Member.

Mandate and Purpose

The Disciplinary Committee is tasked with adjudicating cases of professional and ethical misconduct by members of the Institute of Chartered Accountants of India (ICAI). It operates under the authority of Section 28A of the Act and functions as a quasi-judicial body to uphold standards of integrity and accountability in the profession.

The committee plays a key role in evaluating complaints, conducting hearings, and recommending disciplinary actions where warranted. Its decisions can include reprimands, fines, or even removal from the register of members, depending on the severity of misconduct.

Background and Previous Amendments

The original committee structure was notified in January 2011 and has undergone multiple amendments over the years to reflect administrative updates and the inclusion of qualified officials. The most recent prior amendment was issued in October 2023.

With the new appointments, the MCA continues its efforts to ensure transparency, competence, and independence in the disciplinary process. The move is seen as part of a broader push to maintain public confidence in the chartered accountancy profession amid evolving financial and regulatory challenges.

Effective Date

The new composition of the Disciplinary Committee came into effect on June 30, 2025, the date it was officially published in the Gazette of India.
