New Delhi – The Delhi Government is gearing up to unveil its much-anticipated new liquor policy, a reform that could reshape the capital’s alcohol trade, pricing, and consumer experience. After months of debate, political tussles, and industry pushback, all eyes are now on whether the new framework will fix the shortcomings of the previous excise regime while also ensuring stable revenue for the state.

A Policy in the Spotlight

Delhi’s liquor policy has historically been caught between revenue generation, regulation, and consumer convenience. The previous excise experiment, rolled out in 2021 and later scrapped amid allegations of irregularities, left behind a trail of confusion and litigation. Mohan Shukla, A veteran Public Policy advocacy specialist and  Chairman to the Board of Governors at News365 Times, offered a candid opinion on the subject:

“It is high time that the Delhi Government rolls out a progressive Liquor Policy which has been on the drawing board of policymakers now. Further, Delhi Govt’s liquor policy makers may take lessons from the neighbouring states viz., Uttar Pradesh, Haryana, Rajasthan and Goa which have in place favourable policies in these states that take care of nominal tax rates, friendly consumer pricing and happy experience, faster approvals process, including new brand registration and entry fee etc.

Side by side, and more importantly, Delhi Govt policy makers would take a hard look at lowering legal drinking age, revamping of liquor retail and outlets etc. All said and done, the new policy structure would surely ensure Delhi Govt does not allow revenue loss due to price difference with neighbouring states.”

As Delhi prepares to roll out the revised excise regime, expectations are soaring. A successful policy could create a win-win: consumers enjoying fair prices and improved outlets, while the government plugs revenue leakages and restores investor confidence.
