Lucknow, 16th Sept: In a first-of-its-kind directive, the Uttar Pradesh government has ordered that stray dogs involved in repeated unprovoked attacks on humans will be confined to animal centres for life.
According to the order issued by Principal Secretary Amrit Abhijat on September 10, any stray dog that bites a person without provocation will be captured and kept under observation for 10 days at the nearest Animal Birth Control (ABC) centre. The dog will be sterilised if not already done and microchipped before release.
If the same animal attacks again without provocation, it will be permanently housed at the centre. Adoption is allowed only if the adopter provides an affidavit pledging the dog will never be released on the streets.
Dr. Bijay Amrit Raj, Veterinary Officer at Prayagraj Municipal Corporation, said a three-member committee—including a vet, an animal behaviour expert, and a municipal representative—will investigate each case to determine whether the bite was unprovoked.
The directive follows a recent Supreme Court observation on managing aggressive stray dogs in Delhi-NCR.
