Gaya, 11th July: Vice President C. P. Radhakrishnan on Saturday said “there can be no Viksit Bharat without Viksit Bihar” as he inaugurated the two-day Orientation-cum-Training Programme for members of the 18th Bihar Legislative Assembly at the Bihar Institute of Public Administration and Rural Development (BIPARD) in Gaya.
Addressing legislators, the Vice President described Bihar as the “Margdarshak” (guide) of India’s democratic journey, recalling its ancient republican traditions in Vaishali and its historic contribution to the country’s democratic evolution.
Appreciating the initiative of the Bihar Legislative Assembly, Bihar Legislative Council and the Parliamentary Research and Training Institute for Democracies (PRIDE), he said such programmes strengthen democratic institutions by equipping legislators to effectively discharge their constitutional responsibilities.
Drawing inspiration from the teachings of Lord Buddha, Radhakrishnan said public representatives are elected to serve the people rather than rule over them. He urged legislators to work towards making Bihar a hub of employment and development so that it attracts workers from other states.
Recalling his association with Lok Nayak Jayaprakash Narayan’s Sampoorna Kranti Movement, the Vice President said Bihar played a defining role in India’s freedom struggle as well as in defending democracy during the Emergency.
He reminded legislators that while elections are contested on political lines, governance must rise above party differences.
“Ideas may differ on the floor of the Assembly, but the Constitution must remain our common compass,” he said, stressing that healthy debate strengthens democracy while cooperation advances the nation.
The Vice President emphasised the importance of parliamentary mechanisms such as Question Hour, Zero Hour and the Business Advisory Committee, urging legislators to actively participate in legislative proceedings and raise issues concerning their constituents.
Calling for continuous learning, he encouraged members to prepare thoroughly for Assembly sessions and embrace emerging technologies such as Artificial Intelligence, Natural Language Processing and the National e-Vidhan Application (NeVA) to make legislative functioning more transparent, efficient and citizen-centric.
Highlighting the importance of patience in public life, Radhakrishnan referred to Bihar Chief Minister Nitish Kumar’s political journey, saying politics is like Test cricket where perseverance and choosing the right opportunities ultimately lead to success.
The Vice President concluded by urging legislators to remember that true leadership is measured not by applause inside the House but by the confidence and trust they inspire among the people.
