The National Human Rights Commission (NHRC) has demanded an urgent Action Taken Report (ATR) from the Health & Family Welfare Department of the Government of NCT of Delhi after serious allegations surfaced involving a senior government doctor and a private hospital in the capital. The directive follows a detailed complaint filed on November 7, 2025, by Chandni Chowk resident Subhash Chandra Agrawal, who accused Artemis Lite Hospital and officials of the Directorate General of Health Services (DGHS) of collusion, corruption, and human-rights violations.
According to the complaint, Dr. Sandeep Kumar Aggarwal, then Medical Superintendent at DGHS, allegedly colluded with Artemis Lite Hospital in mishandling the case of Smt. Shikha Aggarwal. The hospital had reportedly issued a cheque for ₹59,337 to the patient on January 8, 2025, but according to Agrawal, the amount was never received by the intended beneficiary.
The complaint also raises a critical charge that the hospital was operating without a valid licence on the date of a surgery conducted on April 7, 2023, a fact previously noted in a Central Information Commission (CIC) ruling. Such allegations, the NHRC noted, amount to serious violations of human rights and warrant immediate attention.
Taking cognizance of the matter, the NHRC has forwarded the complaint to the Secretary of the Delhi Health Department and directed that a detailed inquiry be undertaken. The Commission has instructed the department to submit a comprehensive ATR within 15 days.
The Health Department is now required to verify the claims, investigate the alleged misconduct, and furnish its findings to the Commission. Once the ATR is received, the NHRC will review the inquiry outcome and decide on further action.
The case has amplified growing concerns about accountability in Delhi’s healthcare system, the conduct of private hospitals, and the effectiveness of regulatory oversight. As the investigation progresses, stakeholders are watching closely for corrective measures and potential disciplinary action.
